The following information is taken from The Encyclopedia of Greater Philadelphia website: The USSC (United States Sanitary Commission) was founded by prominent citizens in the summer of 1861, as a response to reports of unsanitary living conditions for Union soldiers during the Civil War. Its purpose was to channel volunteer contributions of money and medical care materials--collected at civilian-organized bazaars and expositions--to the soldiers and military hospitals. These "Sanitary Fairs" climaxed by the Great Central Fair of 1864 in Logan Square, depicted in this lithograph, and made Philadelphia a vital center in the Union war effort.
