A group of city officials are shown going over the books of the Germantown Almshouse, pictured above, during a brief formal procedure in which the city took possession of the old building. The Germantown Almshouse was one of several institutions in Philadelphia affected by the State Supreme Court's decision to abolish the poor board system.
