View of the newly constructed Philadelphia City Hall, inset with a close-up of the 37 ft. bronze statue of William Penn, which is shown standing in the courtyard prior to being installed atop the tower. The Second Empire styled building, designed by architect John McArthur, Jr., took thirty years to build at a cost of $24 million. Alexander Milne Calder created 250 sculptures to adorn the building, including the Penn statue.
