"The street was named after the original owner of the property in this area. These houses near the waterfront were originally built on higher ground than is shown in this photograph. Where the street was graded, enough earth was cut away to allow a ground floor to be built beneath the houses. In order for the entrances to remain useful, the staircases were built to permit access from the street level. These houses were once occupied by Swedish settlers."--OPEP, p. 1.
