Who is eligible for a Free Library card?

Anyone who lives, works, pays taxes, or goes to school in Philadelphia — or anyone who is a Pennsylvania state resident!

How do I apply?

Anyone interested in getting a library card can apply either online or in person at any Free Library location. If you apply online, you will need to verify your account within 60 days of signing up. After verifying your account, you can request a physical card at any Free Library location. If you apply in person, you will need to fill out the application and provide proof of eligibility to Free Library staff.

What forms of identification are needed to obtain a library card?

The Free Library offers specific cards for patrons based on age group. Depending on a patron's age, we need different types of verification. Adults and teens require only one piece of valid ID if they have one of the following:

  • Non-driver photo ID card
  • City ID
  • Official photo voter ID

Adults and teens can also use two valid items that support each other in listing name and address. Find the extended list of supporting ID items here.

Children (up to age 11) only require a parent or guardian's signature on the application to obtain a library card.
